The incumbent serves in a trust and confidence positon, possesses and maintains competencies in the area of employment, education and vocational/technical, with a focus on personal financial management.
Plans, organizes and implements a comprehensive personal financial management education, training and counseling program that emphasizes individual financial responsibility and accountability, along with increasing financial literacy of customer base. Develops, schedules and conducts financial classes, workshops and briefs on a wide spectrum of topics, to include programs that encompass the needs of the focus population: active duty personnel, retirees, family members and DoD civilians. These include, but are not limited to: money management, basic to advanced investing techniques/philosophies/vehicles, investment markets, home buying, car buying and leasing, consumer awareness, credit and debt management, identity theft, insurance scams, government benefit programs, payday loans, credit reports and credit report analysis, Social Security and retirement planning, Thrift Savings Plan, estate planning, wills and trusts, pre and post marital financial planning and Command Financial Specialist (CFS) and Corporal for Financial Fitness (CFF) Training.
Provides client assistance/non-clinical financial counseling by analyzing and defining problems/issues presented, offering referrals for crisis intervention, making initial case assessment to analyze and assess individual financial concerns, and providing appropriate educational guidance in developing immediate and long-range financial plans. Assists in disseminating information and education on commercial solicitation. Provides case management and adheres to all applicable privacy acts. Educates clients to clarify, identify, and prioritize goals and provide with appropriate financial data and practical knowledge to enable clients to make informed choices. Provides mandatory training on a continuing basis for in-processing personnel.
Designs and conducts effective marketing strategy and a public relations plan to ensure population is informed of all financial services. Maintains a library containing program literature, publications, manuals and other materials describing resources. Identifies and reports current trends and significant financial data in newspaper articles and publications
Consults and briefs commanders, installation leadership, and community at large to keep them abreast of local financial and consumer issues. Serves as the command representative on various installation military and civilian committees and councils (e.g., Credit Union Advisory Board). Maintains close liaison with local businesses, federal and state agencies, e.g., Women, Infants, and Children (WIC), Food Stamps Program, consumer protection groups (Federal Trade Commission, States Attorneys General and the local Better Business Bureau). Refers cases to Major Command for further action or to the installation Armed Forces Disciplinary Control Board when unfair business practices adversely affect health, welfare, and morale. May work with American Red Cross in establishing guidelines for emergency funding requirements. Develops local networks to enhance program delivery.
Gathers, maintains and presents statistical data as required by the P&PD Director and the HQMC Financial Program Manager.
Adapts instructional strategies to meet student needs and utilizes technology and varied media as appropriate. Uses computer-aided guidance packages and develops, with P&PD subject matter experts, web-based materials for use by Marines and their families. Conducts ongoing student assessment, and works with other programs to ensure student achievement and effectiveness of instruction and advising. Uses assessment data to improve course and advising delivery. Manages the classroom effectively. Establishes a safe and respectful learning environment, maintains accurate student attendance and achievement records, and ensures opportunities for student’s participation, collaboration with peers, and course/faculty evolution. Maintains the standards of achievement that are necessary in meeting the demands of occupations, education opportunities, technical training, or personal financial management for which students are being prepared. Collaborates with other programs with Marine and Family Programs.
Assists in the development of policy and procedures that support effective execution of advisement to promote the academic, career, personal and social development of authorized patrons. Conducts, organizes and provides program analysis and economic analyses to ensure functional needs are met for programs and services. Recommends corrective actions and supports follow up inspections. Assists in the development of plans for current and projected programs to achieve goals and objectives. Prepares reports and input for budgets.
Provides World Class Customer Service with an emphasis on courtesy. Asks questions to determine, verify and solve problems. Takes action to solve problems quickly. Alerts higher level supervisor or proper point of contact for help when problems arise. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.
